1. A method of a user equipment (UE) for transmitting a hybrid automatic repeat request acknowledgement (HARQ-ACK) signal on a physical uplink control channel (PUCCH), the method comprising:

  • receiving, by the UE, downlink control information (DCI) on a physical downlink control channel (PDCCH) using control channel elements (CCEs), wherein the DCI comprises a HARQ-ACK PUCCH resource offset (HPRO) information field;

    determining, by the UE, a PUCCH resource, nPUCCH, as nPUCCH=nECCE+f(HPRO)+NPUCCHE, wherein nECCE is a first CCE of the CCEs used for receiving the DCI on the PDCCH, f(HPRO) is a mapping function that provides an integer based on the HPRO information field, and NPUCCHE is an offset assigned to the UE from a base station via higher layer signaling; and

    transmitting, by the UE, the HARQ-ACK signal associated with the DCI based on the determined PUCCH resource.
