1. A method for performing signal measurements, the method comprising:

  • performing a passive measurement at a mobile device for signals from access points to establish a first set of the access points comprising at least a sublet of all of the access points from which the mobile device receives the signals;

    performing a first active measurement at the mobile device for the first set of the access points, the first active measurement including;

    transmitting at least one first communication toward at least one of the access points of the first set of the access points; and

    receiving, from the at least one of the access points of the first set of the access points, at least one second communication which corresponds to, and is responsive to, the at least one first communication;

    wherein the passive measurement and the first active measurement is each performed repeatedly with the first set of the access points being reestablished at each repeat performance of the passive measurement, and with the passive measurement being performed less often than the first active measurement; and

    performing a second active measurement repeatedly at the mobile device, with the second active measurement being performed more frequently than the first active measurement, the second active measurement including;

    transmitting at least one third communication toward at least one access point of a second set of the access points; and

    receiving at least one fourth communication which corresponds to the at least one third communication.
