1. A method for treating an ophthalmic condition in a subject in need thereof, comprising administering to the subject a peptide represented by the formula D-Arg-2′

    -Dmt-Lys-Phe-NH2 or Phe-D-Arg- Phe-Lys-NH2, wherein the ophthalmic condition is selected from the group consisting of;

    iris rubeosis, neovascular glaucoma, cotton wool patches, retinal edema, hard exudates, capillary microaneurysms, and dot hemorrhages, and wherein the subject is diagnosed as having or suspected of having said ophthalmic condition.
