1. A method of wireless communication, comprising:

  • entering an idle mode while coupled to a first radio access technology (RAT);

    determining that the first RAT does not broadcast cell reselection parameters which enable the UE to move to a higher priority RAT within a same public land mobile network (PLMN);

    autonomously initiating an out of service search procedure of a plurality of RATs within the same PLMN as the first RAT while in the idle mode;

    determining a priority of one or more RATs detected by the search procedure in relation to the first RAT; and

    camping to a second RAT within the one or more detected RATs when the second RAT has a higher priority than the first RAT.
