1. A system comprising:

  • a GPS receiver that generates a signal that is representative of a posted speed limit where a vehicle is located at a point in time when the vehicle is being operated;

    a device that generates a signal that is representative of an actual speed of the vehicle at the point in time; and

    a controller that is responsive to the GPS receiver signal and the actual speed signal for either (1) generating an alarm or (2) limiting or otherwise controlling the speed of the vehicle when the actual speed of the vehicle is greater than the posted speed limit, wherein the system includes either;

    a device that generates a signal that is representative of a single predetermined maximum speed for the vehicle which the vehicle is prevented from exceeding at the point in time, and wherein the controller (1) generates the alarm or (2) limits or otherwise controls the speed of the vehicle when the actual speed of the vehicle is greater than the lesser of the posted speed limit and the single predetermined maximum speed;

    ora device that generates a signal that is representative of a predetermined differential speed variance from the single predetermined maximum speed, and wherein the controller (1) generates the alarm when the actual speed of the vehicle is greater than the posted speed limit less the single predetermined differential speed variance and (2) limits or otherwise controls the speed of the vehicle when the actual speed of the vehicle is greater than the posted speed limit.
