1. A method for device detection by a base station comprising:

  • receiving a plurality of signals over a preamble subframe from an endpoint, wherein;

    the plurality of signals attempts to access an access group of the preamble subframe;

    the plurality of signals received on a random access channel uses a wireless network;

    the plurality of signals includes a plurality of last gasp messages (LGMs); and

    the access group includes;

    a first allocation of channel signatures and a second allocation of channel signatures configured to receive a plurality of random access signals; and

    a third allocation of channel signatures configured to receive the plurality of signals having the plurality of LGMs;

    determining an allowable rate of collisions for the plurality of signals;

    determining an actual rate of collisions for the plurality of signals; and

    increasing the size of the access group allocated to the plurality of signals having the plurality of LGMs, based on whether the actual rate of collisions exceeds the allowable rate of collisions.
