A product made according to the steps of aerosolizing a microbiostatic agent, spraying said agent onto a substrate, said substrate having been acid treated to reach a neutral to acidic pH prior to contact with said microbiostatic agent, and allowing said microbiostatic agent to dry on and covalently bond to said substrate, said microbiostatic agent comprising a water-stable composition comprising:

  • a) water;

    b) a product that is formed by reacting in water an organosilane, said organosilane optionally having a nonhydrolyzable organic group, but having one or more hydrolyzable groups;

    c) pentaerythritol;

    d) chloropropyltrimethoxysilane; and

    e) a non-ionic wetting agent selected from the group consisting of ethoxylated alcohol 9-12 moles ethoxylate, or ethoxylated alkyl phenol 9-12 moles ethoxylate.
