1. A method of energy saving employed by an integration reference point (IRP) of a network manager (NM), comprising:

  • identifying an inter-radio access technology (RAT) energy-saving-coverage attribute corresponding to a target cell, wherein the inter-RAT energy-saving-coverage attribute is designated as IsESCoveredBy, and wherein a value of the IsESCoveredBy attribute includes at least one of “

    yes”

    , “

    no”

    or “

    partial”

    ; and

    storing a “

    partial”

    value for the IsEScoveredBy attribute corresponding to the target cell if the target cell is recommended along with at least one other target cell to be considered as an entirety of candidate cells to take over coverage when a source cell is about to be transferred to the energy saving state, wherein the source cell is of a network of a first RAT, the network of the first RAT is an evolved universal terrestrial radio access network (E-UTRAN), and the target cell is of a network of a second RAT different from the first RAT.
