an interference allowance determiner configured to determine whether interference of signal transmission during radio communication using radio resources is allowed; and
a radio resource assigner configured to assign radio resources based on the determined interference allowance,wherein the receiver is further configured to receive an application of a client device applying for radio resources,wherein the interference allowance determiner is further configured to determine whether interference of signal transmission during radio communication using radio resources assigned to the client device is allowed for the client device,wherein the radio resource assigner is further configured to assign radio resources to the client device based on the determined interference allowance of the client device,wherein the radio resource assigner is further configured to assign radio resources exclusively to the client device, in case the determined interference allowance indicates that interference is not allowed for the client device, andwherein the radio resource assigner is further configured to assign radio resources non-exclusively to the client device, in case the determined interference allowance indicates that interference is allowed for the client device, the non-exclusive assignment of radio resources being for concurrent uplink communication of more than one client device.

- determine an interference allowance for a client device that is applying for radio resources to operate a femto-Node B;
assign radio resources non-exclusively to the client device when interference is determined to be above the interference allowance;
assign radio resources exclusively to the client device when interference is determined to be at or below the interference allowance, wherein radio resources that are assigned non-exclusively are assignable is for concurrent assignment to another client device for operation of another femto-Node B, and wherein radio resources are assigned exclusively to the client device when interference is not allowed for the client device.

a radio resource assigner configured to assign respective radio resources to each of the client devices based on the determined interference allowances for each of the client devices, wherein each of the plurality of client devices is to provide a cell based on respective assigned radio resources, and wherein the radio resource assigner is configured to select at least two client devices for a non-exclusive assignment of the same radio resources based on the relative location of the two client devices.
