1. An apparatus for measuring permittivity comprising:

  • a meander-line ring resonator, proximate to and separated from an input coupler and an output coupler, the meander-line ring resonator comprising a resonating ring formed of a continuous conductive material having at least two turns to form a single congruent pattern, symmetrical along at least one axis of the resonating ring and completely enclosing an area therewithin; and

    a microcontroller configured to measure permittivity of a sample positioned in the vicinity of the meander-line ring resonator based on a frequency shift in the electric field of the meander-line resonator caused by the sample.
