- receiving a resource allocation message, the resource allocation message comprising a first indication that resource allocation is intended for a first transmission of data or a second, different indication that the resource allocation is intended for retransmission of the data;
receiving an explicit acknowledgement signaling regarding the data on a Physical Hybrid Automatic Repeat Request (HARQ) Indication Channel (PHICH); and
retransmitting the data in response to the received resource allocation message comprising the second indication,wherein the explicit acknowledgment signaling regarding the data sent on the PHICH is ignored, andwherein the resource allocation message overrides the explicit acknowledgement signaling.

An approach is provided for providing acknowledgement signaling. A transmission failure associated with data from a user equipment is determined. An allocation message is generated for signaling of the transmission failure to the user equipment. The allocation message provides allocation of resource for retransmission of the data.
