1. A base station subsystem (BSS) configured to interact with a plurality of mobile stations and perform a procedure to increase an Access Grant Channel (AGCH) capacity by minimizing an amount of mobile station specific information carried within an immediate assignment message, the BSS comprising:
- a processor; and
a memory that stores processor-executable instructions where the processor interfaces with the memory and executes the processor-executable instructions to enable the following operations;
broadcast system information (SI) to the plurality of mobile stations, where the SI comprises at least an indicator which indicates to the plurality of mobile stations that the BSS is configured to perform the procedure;
in response to broadcasting the SI, receive at least one access request from at least one of the plurality of mobile stations, where the at least one mobile station is requesting to establish an uplink Temporary Block Flow (TBF) to transmit a small data transmission (SDT) or an instant message transmission (IMT);
in response to the received at least one access request, send an immediate assignment message on the AGCH for the at least one mobile station, where the immediate assignment message comprises at least a portion of static radio parameters and at least a portion of dynamic radio parameters which are to be used by the at least one mobile station when establishing the uplink TBF to transmit the SDT or IMT; and
send a remaining portion of the dynamic radio parameters in a message on a Packet Associated Control Channel (PACCH) to the at least one mobile station addressed by the immediate assignment message, where the remaining portion of the dynamic radio parameters are to be used by the at least one mobile station along with the at least a portion of static radio parameters and the at least a portion of dynamic radio parameters included in the immediate assignment message when establishing the uplink TBF to transmit the SDT or IMT.

A method implemented by a base station subsystem (BSS), which interacts with a plurality of mobile stations, for performing a procedure to increase an Access Grant Channel (AGCH) capacity by minimizing an amount of mobile station specific information carried within an immediate assignment message, the method comprising:

broadcasting system information (SI) to the plurality of mobile stations, where the SI comprises at least an indicator which indicates to the plurality of mobile stations that the BSS is configured to perform the procedure; in response to broadcasting the SI, receiving at least one access request from at least one of the plurality of mobile stations, where the at least one mobile station is requesting to establish an uplink Temporary Block Flow, TBF, to transmit a small data transmission (SDT) or an instant message transmission (IMT); in response to the received at least one access requests, sending an immediate assignment message on the AGCH for the at least one mobile station, where the immediate assignment message comprises at least a portion of static radio parameters and at least a portion of dynamic radio parameters which are to be used by the at least one mobile station when establishing the uplink TBF to transmit the SDT or IMT; and sending a remaining portion of the dynamic radio parameters in a message on a Packet Associated Control Channel (PACCH) to the at least one mobile station addressed by the immediate assignment message, where the remaining portion of the dynamic radio parameters are to be used by the at least one mobile station along with the at least a portion of static radio parameters and the at least a portion of dynamic radio parameters included in the immediate assignment message when establishing the uplink TBF to transmit the SDT or IMT. - View Dependent Claims (7, 8, 9, 10, 20, 21, 22, 23, 24)

11. A mobile station configured to interact with a base station subsystem and to perform a procedure to increase an Access Grant Channel (AGCH) capacity by minimizing an amount of mobile station specific information carried within an immediate assignment message, the mobile station comprising:

a processor; and a memory that stores processor-executable instructions where the processor interfaces with the memory and executes the processor-executable instructions to enable the following operations; receive system information (SI) from the base station subsystem, where the SI comprises at least an indicator which indicates to the mobile station that the BSS is configured to perform the procedure; after receiving the SI, send an access request to the base station subsystem, where the access request is sent when the mobile station is requesting to establish an uplink Temporary Block Flow (TBF) that is triggered by a small data transmission (SDT) or an instant message transmission (IMT); in response to sending the access request, receive an immediate assignment message on the AGCH from the base station substation, where the immediate assignment message comprises at least a portion of static radio parameters and at least a portion of dynamic radio parameters; receive a remaining portion of the dynamic radio parameters in a message on a Packet Associated Control Channel (PACCH) from the base station subsystem; and use the at least a portion of static radio parameters, the at least a portion of dynamic radio parameters, and the remaining portion of the dynamic radio parameters when establishing the uplink TBF to transmit the SDT or IMT. - View Dependent Claims (12, 25, 26, 27, 28, 29)

13. A method implemented by a mobile station which interacts with a base station subsystem to perform a procedure to increase an Access Grant Channel (AGCH) capacity by minimizing an amount of mobile station specific information carried within an immediate assignment message, the method comprising:

receiving system information (SI) from the base station subsystem, where the SI comprises at least an indicator which indicates to the mobile station that the BSS is configured to perform the procedure; after receiving the SI, sending an access request to the base station subsystem, where the access request is sent when the mobile station is requesting to establish an uplink Temporary Block Flow (TBF) that is triggered by a small data transmission (SDT) or an instant message transmission (IMT); in response to sending the access request, receiving an immediate assignment message on the AGCH from the base station substation, where the immediate assignment message comprises at least a portion of static radio parameters and at least a portion of dynamic radio parameters; receiving a remaining portion of the dynamic radio parameters in a message on a Packet Associated Control Channel (PACCH) from the base station subsystem; and using the at least a portion of static radio parameters, the at least a portion of dynamic radio parameters, and the remaining portion of the dynamic radio parameters when establishing the uplink TBF to transmit the SDT or IMT. - View Dependent Claims (14, 30, 31, 32, 33, 34)
