1. A base station subsystem (BSS) configured to interact with a plurality of mobile stations and perform a procedure to improve an Access Grant Channel (AGCH) capacity, the BSS comprising:
- a processor; and
a memory that stores processor-executable instructions where the processor interfaces with the memory and executes the processor-executable instructions to enable the following operations;
assign a plurality of alternative identities to the plurality of mobile stations, wherein one of the alternative identities is assigned to one of the mobile stations, wherein each alternative identity is assigned on a per cell basis and is unique within a cell, and wherein for each alternative identity there is started a corresponding ready timer where each alternative identity remains valid while the corresponding ready timer is running;
send each one of the alternative identities to corresponding each one of the mobile stations; and
after the assign and send operations and when at least one of the plurality of mobile stations for which downlink Temporary Block Flow (TBF) establishment is needed is in an idle mode and the corresponding at least one ready timer is still running, send an immediate assignment message on the AGCH to the at least one of the plurality of mobile stations, wherein the immediate assignment message comprises (1) the at least one alternative identity for the at least one of the plurality of mobile stations, and (2) at least a portion of dynamic radio parameters which are to be used by the at least one of the plurality of mobile stations when establishing their respective downlink TBF.

A base station subsystem (BSS) and a method are described herein for improving an Access Grant Channel (AGCH) capacity when a downlink Temporary Block Flow (TBF) is established for at least one mobile station and used for sending the respective downlink payload. Plus, a mobile station (MS) and a method are described herein for improving the AGCH capacity when the mobile station is sent information required for establishing a downlink TBF on which it receives its respective downlink payload.

9. A method implemented by a base station subsystem (BSS), which interacts with a plurality of mobile stations, for performing a procedure to improve an Access Grant Channel (AGCH) capacity, the method comprising the steps of:

assigning a plurality of alternative identities to the plurality of mobile stations, wherein one of the alternative identities is assigned to one of the mobile stations, wherein each alternative identity is assigned on a per cell basis and is unique within a cell, and wherein for each alternative identity there is started a corresponding ready timer where each alternative identity remains valid while the corresponding ready timer is running; sending each one of the alternative identities to corresponding each one of the mobile stations; after the assigning and sending steps and when at least one of the plurality of mobile stations for which downlink Temporary Block Flow (TBF) establishment is needed is in an idle mode and the corresponding at least one ready timer is still running, sending an immediate assignment message on the AGCH to the at least one of the plurality of mobile stations, wherein the immediate assignment message comprises (1) the at least one alternative identity for the at least one of the plurality of mobile stations, and (2) at least a portion of dynamic radio parameters which are to be used by the at least one of the plurality of mobile stations when establishing their respective downlink TBF. - View Dependent Claims (10, 11, 12, 13, 14, 15, 16)

a processor; and a memory that stores processor-executable instructions where the processor interfaces with the memory and executes the processor-executable instructions to enable the following operations; receive an alternative identity on Packet Associated Control Channel (PACCH) signaling from the BSS; while in idle mode, receive an immediate assignment message on the AGCH sent from the BSS when a downlink Temporary Block Flow (TBF) needs to be established, wherein the immediate assignment message comprises (1) multiple alternative identities for multiple mobile stations including the alternative identity for the mobile station, and (2) multiple at least a portion of dynamic radio parameters for the multiple mobile stations including at least a portion of dynamic radio parameters which is to be used by the mobile station when establishing the downlink TBF. - View Dependent Claims (18, 19, 20, 21, 22, 23, 24)
