1. An apparatus to be employed as an integration reference point (IRP) manager by a network manager (NM), the apparatus comprising:

  • one or more processors coupled with at least one memory, wherein at least one processor of the one or more processors is to execute instructions to;

    determine whether a source cell is partially overlaid by a target cell, wherein the source cell is an evolved universal terrestrial radio access network (E-UTRAN) cell; and

    store a “

    value for an IsEScoveredBy attribute corresponding to the target cell if the target cell is associated with a different radio access technology (RAT) than the source cell and is to be recommended along with at least one other target cell to be considered as an entirety of candidate cells to take over coverage when the source cell is about to be transferred to an energy saving state, wherein the IsEScoveredBy attribute is a an energy-saving coverage attribute.
