1. A fluid transporting device, comprising:

  • a first substrate;

    a second substrate spaced apart from the first substrate;

    a third substrate spaced apart from the second substrate and coupled to the first substrate so that the second substrate is located between the first and third substrates;

    a tube supported on a first side of the second substrate;

    a rotary push plate on the first side of the second substrate;

    a plurality of push pins between the tube and the rotary push plate; and

    an actuator which actuates the rotary push plate, the actuator being located on a second side of the second substrate, the second side being opposite the first side,wherein an entirety of the actuator is enclosed within a space between the first and third substrates, andthe ring-shaped frame annularly encircles the rotary push plate, and a center of the ring-shaped frame is aligned with a center of rotation of the rotary push plate.
