- detecting a Wi-Fi signal;
obtaining a country code from the Wi-Fi signal;
prioritizing cellular network frequency bands to scan based on the obtained country code to define a band priority;
selecting a cellular network based on band priority; and
applying a first timer to set a threshold amount of time to elapse before performing the detecting of the Wi-Fi signal and the obtaining of the country code from the Wi-Fi signal and applying a second timer to limit a total scan time.
