1. An occipital cervical fixation system for securing a first elongated spinal rod and a second elongated spinal rod to spine, comprising:

  • an occipital plate member having an upper surface and a lower surface, the occipital plate member comprising;

    a main body portion having a first surface, a second surface and a centerline axis, said first and second surfaces include an opening and a recessed portion, said centerline axis having a plurality of openings, said lower surface of said occipital plate member configured to contact a portion of an occipital bone, said main body portion further includes a first end, wherein a portion of the first end extends away from and perpendicular to the centerline axis and a second end, wherein a portion of the second end extends away from and perpendicular to the centerline axis;

    a plurality of bone anchor members dimensioned to fix said occipital plate member to the occipital bone by inserting said bone anchor members through said plurality of openings along said centerline axis;

    a first rotating housing rotatably coupled to said first surface, the first rotating housing having a lower portion with a first hole, the lower portion being situated in the first surface recessed portion with the first hole aligned with the first surface opening, the first rotating housing rotating relative to the main body about a first rotational axis extending through the first hole and first surface opening;

    a second rotating housing rotatably coupled to said second surface, the second rotating housing having a lower portion with a second hole, the lower portion being situated in the second surface recessed portion with the second hole aligned with the second surface opening, the second rotating housing rotating relative to the main body about a second rotational axis extending through the second hole and second surface opening;

    a first rod clamping element dimensioned to couple said occipital plate member to a first elongated spinal rod, said first rod clamping element extending laterally beyond said first end of said main body portion, said first rod clamping element includes a first clamp portion having a rod receiving end configured to receive said first elongated spinal rod therein and a first body portion extending medially from the first clamp portion, the first body portion having a pin slot that receives a first pin coupled to the first rotating housing such that the first rod clamping element translates relative to the first rotating housing and perpendicular to the first rotating axis, the first clamp portion being offset laterally to the first rotating housing and first rotating axis;

    a second rod clamping element dimensioned to couple said occipital plate member to a second elongated spinal rod, said second rod clamping element extending laterally beyond said second end of said main body portion, said second rod clamping element includes a second clamp portion having a rod receiving end configured to receive said second elongated spinal rod therein and a second body portion extending medially from the second clamp portion, the second body portion having a pin slot that receives a second pin coupled to the second rotating housing such that the second rod clamping element translates relative to the second rotating housing and perpendicular to the second rotating axis, the second clamp portion being offset laterally to the second rotating housing and second rotating axis;

    a first locking element to lock said first elongated spinal rod within said rod receiving end of said first rod clamping element;

    a second locking element to lock said second elongated spinal rod within said rod receiving end of said second rod clamping element;

    a first locking feature configured inhibit rotation of said first rotating housing relative to said main body portion and translation of said first rod clamping element relative to said first rotating housing;

    a second locking feature configured inhibit rotation of said second rotating housing relative to said main body portion and translation of said second rod clamping element relative to said second rotating housing; and

    a plurality of polyaxial screws, each said polyaxial screw having an anchor head associated with a fastening member.
