1. An implantable composite comprising:

  • a deformable suction cup member, wherein the suction cup member comprises a biodegradable biocompatible polymer and a bioactive agent dispersed within the polymer, and wherein the suction cup member defines cavity and has a substantially planar rim, the bioactive agent comprising at least one of an antibiotic, antimicrobial, a growth factor, a growth inhibitor, an immunomodulator, a steroid, or an anti-inflammatory;

    the biodegradable biocompatible polymer comprising one or more residues selected from the group of lactide, glycolide, and caprolactone;

    the biodegradable biocompatible polymer exhibiting a mechanical property which enables the cup member to be deformed when contacting a contact surface.
