Method for managing load balance in a cellular heterogeneous network
First Claim
1. A method comprising:
- providing at least one shared carrier and at least one dedicated carrier in a cellular network for conveying communication traffic for a plurality of user terminals via one or more macro cells and one or more small cells in the cellular network; and
steering at least one user terminal in the cellular network away from a particular dedicated carrier associated to a particular shared carrier associated with a particular small cell to manage load balancing in the cellular network, wherein the steering includes at least one of;
adjusting an offset parameter of the particular small cell to a first level to steer the at least one user terminal to the particular small cell to decrease loading of the at least one dedicated carrier; and
adjusting the offset parameter of the particular small cell to a second level to steer the at least one user terminal away from the particular small cell to a macro cell to decrease loading of the at least one shared carrier.

Abstract
A method is provided for managing load balance in cellular heterogeneous networks. The method comprises: providing a plurality of spectrum carriers for conveying communication signals to/from a macro cell. At least one of the carriers is a shared carrier for conveying communication signals to/from the macro cell and to/from at least one small cell located at the geographical vicinity of the macro cell, and wherein the shared carrier is characterized in that data is the only type of communication signals being conveyed thereat when the cellular network is under congestion. One or more other spectrum carriers are dedicated carriers adapted to essentially convey voice calls, and wherein user terminals are steered away from dedicated carriers to the shared carrier, so that when a data session is initiated for a user terminal camped on the shared carrier, that session will be conveyed one or more of the small cells.
