    a first anchor receiving cavity that is configured to engage a first anchor that passes through a cortical bone of the first segment and penetrates the inner cavity; and

    a second anchor receiving cavity that is configured to engage a second anchor that passes through a cortical bone of the second segment and penetrates the inner cavity; and

    a second anchoring substrate that extends longitudinally along the central axis and is configured to self-expand inside the inner cavity about the central axis, the second anchoring substrate comprising;

    a third anchor receiving cavity configured to engage the first anchor after the first anchor engages the first anchor receiving cavity and traverses a first space between the first anchor receiving cavity and the third anchor receiving cavity; and

    a fourth anchor receiving cavity that is configured to engage the second anchor after the second anchor engages the second anchor receiving cavity and traverses a second space between the second anchor receiving cavity and the fourth anchor receiving cavity.
