1. A method comprising:

  • determining, at a user equipment, a set of licensed and unlicensed frequency bands that are available for wireless communication;

    selecting, at the user equipment, a first subset of the set as targets for a handover involving at least one unlicensed frequency band, wherein selecting the first subset comprises selecting the first subset based on a battery level of a battery in the user equipment, and wherein selecting the first subset based on the battery level comprises selecting at least one unlicensed frequency band supported by a first radio that operates according to a first radio access technology and powering down a second radio that operates according to a second radio access technology in response to the battery level being below a first threshold; and

    transmitting, from the user equipment, information indicating the first subset.
