- a receiver configured to receive control information on a downlink channel from a base station, wherein the control information includes configuration information for an uplink control channel and at least one margin associated with the uplink control channel;
a transmitter configured to transmit a signal including an adaptive modulation and coding report over the uplink control channel in a time interval including at least one time slot; and
wherein a transmission power level of the signal is derived by the UE from the at least one margin and a measured pathloss.
