1. A User Equipment (UE) comprising:
- a memory including instructions stored thereon, anda processor configured to execute the instructions, wherein the instructions, which when executed by the processor, cause the processor to perform operations to;
receive a specified weight from an eNodeB of a first cell, the specified weight based on at least one chosen from the group consisting of a path loss and a size of the cell;
determine a maximum Reference Signal Received Power (RSRP) within the first cell;
determine a minimum RSRP within the first cell;
determine a difference between the maximum and minimum RSRP;
multiply the determined difference by the specified weight to produce an RSRP weighted difference;
determine a Mobility State Estimation (MSE) of the UE as a function of the RSRP weighted difference; and
initiate a handover to a second cell at a time determined based on the determined MSE, wherein executing the handover occurs at an earlier time in response to determining the MSE of the UE is a high mobility state as compared to determining the MSE of the UE is a normal or low mobility state.

Abstract
Generally discussed herein are systems and apparatuses that can implement a Mobility State Estimation (MSE) of a User Equipment (UE) and techniques for using the MSE algorithms. According to an example technique to determine the MSE of a UE can include determining, using the UE, a maximum Reference Signal Received Power (RSRP) within a cell, determining, using the UE, a minimum RSRP within the cell, determining, using the UE, a difference between the maximum and minimum RSRP, and determining, using the UE, an MSE of the UE as a function of the determined difference.
