1. A locking device comprising:

  • a tube having a first locking element;

    a shaft extending into the tube;

    a knob having one end attached to the shaft; and

    a sleeve having a bore moveably arranged over the knob, the sleeve having a second locking element, whereby movement of the sleeve to a first position engages the first and second locking elements disabling rotation of the sleeve relative to the tube and to a second position disengaging the first and second locking elements enabling rotation of the shaft by rotation of the sleeve, wherein when the sleeve is in the first position and second position the knob is received within the bore of the sleeve, wherein the first locking element comprises an opening, and the second locking element comprises a shaped structure adapted to be received within the opening.
