1. A communications system comprising:

  • at least one sensor;

    a plurality of electronic records; and

    a software code,wherein the at least one sensor is adapted to measuring at least one physiological state or a change in the at least one physiological state of an information recipient and outputting a signal having information indicative of one or more of the measured at least one physiological state, the measured change in the at least one physiological state, an information related to the measured at least one physiological state, and an information related to the measured change in the at least one physiological state,wherein the software code is adapted to executing on a computing device for at least receiving the signal, comparing one or more of the measured at least one physiological state, the measured change in the at least one physiological state, the information related to the measured at least one physiological state, and the information related to the measured change in the at least one physiological state to one or more pre-determined criteria, and for identifying one or more content of one or more information elements or modifying some or all of the one or more content of the one or more information elements or changing a sequence of the one or more of the content or changing a sequence of the one or more information elements based on the comparison and at least one of a non-physiological state characteristics information of the information recipient and a non-physiological state characteristics information of one or more other information recipients, andwherein at least one of the plurality of electronic records is adapted to storing information about one of the at least one sensor and the information recipient, and wherein at least one other of the plurality of electronic records is adapted to storing information about the one or more other information recipients, and wherein the at least one of the plurality of electronic records or the at least one other of the plurality of electronic records comprises the non-physiological state characteristics information.
