1. User equipment configured for uplink establishment in wireless cellular communications, the user equipment comprising:
- a processor configured to determine whether a requested uplink connection relates to a packet switched connection or a circuit switched connection;
upon determining the connection is for a circuit switched connection, the processor is further configured to;
determine a delay parameter, wherein the delay parameter is a pseudo-randomly generated delay parameter;
apply a delay corresponding to the determined delay parameter; and
an interface configured to;
upon expiration of the applied delay parameter, transmit a channel request message for a connection that is for a circuit switched connection; and
transmit a channel request message for a connection that is for a packet switched connection without applying a delay parameter.
