- receiving, by the user equipment, a physical broadcast channel (PBCH) carrying a master information block; and
receiving, by the user equipment, a legacy physical downlink shared channel (PDSCH) carrying a legacy system information block based on downlink control information carried by a physical downlink control channel (PDCCH) when the user equipment is not in coverage enhancement, and receiving, by the user equipment, an enhanced PDSCH carrying an enhanced system information block in each of consecutive downlink subframes based on the master information block when the user equipment is in the coverage enhancement,wherein the master information block includes information on a time-frequency resource for reception of the enhanced PDSCH and information on a starting subframe of the consecutive downlink subframes.

Abstract
The present invention provides a method and an apparatus for reducing the amount of upper layer signals. Also, the present invention provides a method and an apparatus comprising: defining a new identifier for transmitting an upper layer signal for user equipment in a specific mode; and transmitting the upper layer signal by means of scrambling by using the new identifier, transmitting along with an error detection sign by using the new identifier, transmitting by using a user equipment-specific reference signal by using the new identifier, or transmitting based on control information transmitted by using the new identifier.
