1. A method comprising:

  • receiving, by a wireless device and from a base station, at least one message comprising configuration parameters of a plurality of cells comprising a primary cell and at least one secondary cell, wherein the plurality of cells are grouped into a plurality of cell groups;

    receiving, by the wireless device, a control command configured to cause the wireless device to transmit a random access preamble via a random access channel associated with a first cell of a first cell group of the plurality of cell groups; and

    transmitting, overlapping in time with a transmission of the random access preamble and in a first subframe of the first cell, an uplink packet, wherein transmission power associated with the uplink packet is based on;

    a maximum allowable transmission power associated with the first subframe of the first cell; and

    transmission power associated with the random access preamble.
