1. An aqueous composition comprising:

  • (a) water;

    (b) a water soluble cationic first polyelectrolyte selected from a homopolymer of poly(diallyl dimethyl ammonium chloride);

    (c) a water soluble anionic second polyelectrolyte comprising at least one of a homopolymer or a copolymer comprising at least one of the following anionic monomers;

    acrylic acid, methacrylic acid, maleic acid, maleic anhydride, itaconic acid, styrene sulfonic acid, acrylamide propane sulfonic acid, or mixtures thereof; and

    (d) one or more surfactants;

    wherein a total polymer concentration of the water soluble cationic first polyelectrolyte and the water soluble anionic second polyelectrolyte in the aqueous composition is at a concentration of less than or equal to about 50 mM with respect to a total concentration of charged associating groups present on the first and second polyelectrolytes;

    wherein the first polyelectrolyte and the second polyelectrolyte are not block copolymers.
