1. A method of operating a terminal device for receiving an allocation of radio resources for transmission of uplink data to a base station in a wireless telecommunications system, the method comprising:

  • determining, by circuitry of the terminal device, that the terminal device has uplink data waiting for transmission to the base station;

    receiving, by the circuitry, an access denial message transmitted from the base station when the base station receives an access request message from a second terminal device that begins a random access procedure of the wireless telecommunications system;

    determining, upon reception of the access denial message, that the terminal device should not transmit a request to the base station for an allocation of radio resources for transmission of the uplink data;

    waiting, by the circuitry, to receive a radio resource allocation message from the base station to allocate radio resources to be used for transmissions associated with the uplink data determined to be waiting for transmission to the base station; and

    receiving the radio resource allocation message comprising radio resources from the base station after the second terminal device completes the random access procedure and the second terminal device is granted radio resources for transmission to the base station, whereinthe base station pre-emptively allocates the radio resources to the terminal device based upon the terminal device being classified as having a common traffic profile characteristic with the second terminal device.
