- generating internet protocol (IP) datagrams including one or more content items for the service,service signaling information containing service-level attributes for the service and service guide information containing a content fragment for describing the content items for the service,wherein the service signaling information includes identification information identifying the service, status information specifying whether the service is active or inactive and name information indicating a name of the service; and
transmitting a broadcast signal including the generated IP datagrams,wherein the service is associated with one or more content items, each of which consists of one or more files being delivered via Layered Coding Transport (LCT) sessions,wherein the broadcast signal includes a File Delivery Table (FDT) instance including first linkage information, the first linkage information is related to associating the files with the content items, the service guide information includes second linkage information, the second linkage information is related to associating the content fragment with the files.

A method of receiving a broadcast signal including a Non-Real-Time (NRT) service, the method comprises receiving a broadcast signal including an NRT content and NRT service guide information, the NRT service guide information including a content fragment, identifying a File Delivery over Unidirectional Transport (FLUTE) session delivering the NRT content from the broadcast signal, detecting a first content identification information from a File Description Table (FDT) of the FLUTE session, and detecting a second content identification information of the content fragment matched with the first content identification information.
