1. A method, comprising:

  • querying a carrier gateway server associated with at least one mobile device to identify a remote server, wherein the carrier gateway server informs the remote server of an attempted communication;

    responsive to the attempted communication, determining via the remote server, whether a policy should be applied to the attempted communication based on a speed event identifying when a transport speed has performed at least one of;

    exceeded a first threshold and fallen below a second threshold;

    wherein the first threshold and the second threshold are dynamically established at the remote server based on a time of the day, a day of a week, a location of the transport, a location of the mobile device, and attributes of a driver of the transport;

    wherein the attributes of the driver comprise one or more of a work function, an age and a driving history;

    wherein the attempted communication comprises at least one of an attempted voice call, text message and mobile data communication from at least one mobile device located in a transport; and

    applying the policy, via the remote server, to the communication based on the speed event.
