1. A device comprising a memory, the device farther comprising:
- a housing;
at least one technology device for communicating with a non-refillable, disposable apparatus for dispensing to a subject one or more medical items during an emergency on an automated basis from a short-term inventory of medical items, the inventory of medical items risk profiled based on probability calculation of health or economic risk to a population, a venue, an event, or a situation in advance of need for the medical items, the automated basis comprising the apparatus taking autonomous actions, unsupervised by a live healthcare provider, and based on further data input in real time provided by a subject in the population, venue, event, or a situation in advance of dispensing the medical items, the short-term inventory of medical items consisting essentially of a less than one week supply of a medication;
at least one device for communicating with the at least one technology device; and
a software module enabling communications between the apparatus and the at least one technology device, the software module enabling communications configured to receive billing information from the technology electronic network connected device for communicating with the apparatus for dispensing one or more medical items upon development of need for the medical items by the subject and transmit the billing information via the technology device to effectuate billing for the one or more medical items upon development of need for the medical items.
