1. A vehicle-mounted communication device for transmitting uplink data as data generated in a first vehicle, comprising:
- a first wireless communication unit configured to establish an uplink connection to a second vehicle-mounted communication device mounted on a second vehicle;
a second wireless communication unit configured to establish a downlink connection to a third vehicle-mounted communication device mounted on a third vehicle;
and a processor functioning as;
an authentication unit configured to authenticate the third vehicle-mounted communication device;
an address management unit configured to assign a network address to the third vehicle-mounted communication device; and
an address translation unit configured to perform translation of the network address assigned from the second vehicle-mounted communication device and the network address used by the vehicle-mounted communication device,wherein in a case where an access point connected to a wide area network is available, the first wireless communication unit establishes the uplink connection to the access point, and in a case where the access point is not available, the first wireless communication unit establishes the uplink connection to the second vehicle-mounted communication device mounted on the second vehicle.

establishing an uplink connection to a second vehicle-mounted communication device mounted on a second vehicle; establishing a downlink connection to a third vehicle-mounted communication device mounted on a third vehicle; authenticating the third vehicle-mounted communication device; assigning a network address to the third vehicle-mounted communication device; and performing translation of the network address assigned from the second vehicle-mounted communication device and the network address used by the vehicle-mounted communication device, wherein in a case where an access point connected to a wide area network is available, establishing the uplink connection to the access point, and in a case where the access point is not available, establishing the uplink connection to the second vehicle-mounted communication device mounted on the second vehicle.
