1. A system for controlling cellular mobile transceiver device communications in a cellular wireless network, the system comprising:
- a cellular base transceiver station operating a cellular base station cell that is in radio frequency (RF) communication with at least one mobile transceiver device in an RF coverage area, wherein the mobile transceiver device is assigned a wireless system access priority value applicable to a second level of wireless system access priority to the cell, when the cell is a barred cell, with respect to a first level of wireless system access priority, wherein the cellular base station cell is assigned at least one minimum wireless system access priority value that must be matched or exceeded by the mobile transceiver device in order for the mobile transceiver device to be provided communication access to the cell when the cell is a barred cell; and
a regional optimization server communicatively connected with a packet data network gateway (PGW) on the packet data network side of the PGW and adapted to run a cellular access priority application for providing access services to the mobile transceiver device, wherein the cellular access priority application utilizes the wireless system access priority value assigned to the mobile transceiver device to control communication access to the cell at a time of access restriction that is determined by a managing agency, wherein the second level of wireless system access priority is more restrictive than the first level of wireless system access priority, and wherein the cellular access priority application controls communication access by the mobile transceiver device by determining whether the mobile transceiver device has a wireless system access priority value that matches or exceeds the at least one minimum wireless system access priority value assigned to the cellular base station cell.

In embodiments of the present disclosure improved capabilities are described for a dual-use wireless network where the network may be used concurrently by the general public and by a managing agency (e.g., government or other agencies), but limited as deemed necessary in times of access restriction as determined by the managing agency, where network access may be denied to users/entities whose priority value is lower than the minimum allowed priority value set by the managing agency, or is not one of a set of allowed high priority access values or classes set by the managing agency.

27. A method for controlling cellular mobile transceiver device communications in a cellular wireless network, the method comprising:

providing a cellular base transceiver station operating a cellular base station cell that is in radio frequency (RF) communication with at least one mobile transceiver device in a RF coverage area and with a regional optimization server communicatively connected with a packet data network gateway (PGW) on the packet data network side of the PGW and adapted to run a cellular access priority application for providing access services to the mobile transceiver device, wherein the mobile transceiver device is assigned a wireless system access priority value applicable to a second level of wireless system access priority to the cell, when the cell is barred, with respect to a first level of wireless system access priority, and the cellular base station cell is assigned at least one minimum wireless system access priority value that must be matched or exceeded in order for the mobile transceiver device to be provided communication access to the cell when the cell is barred; and utilizing, through the cellular access priority application, the wireless system access priority value assigned to the mobile transceiver device to control communication access to the cell at a time of access restriction determined by a managing agency as beyond the first level of wireless system access priority, where the cellular access priority application controls communication access by determining whether the mobile transceiver device has a wireless system access priority value that matches or exceeds the at least one minimum wireless system access priority value set for the cell.
