1. An apparatus, comprising:

  • a ladder well coupled to a source of electrical power and providing a variable input power signal having a controllable power parameter, the ladder well including a plurality of energy cells, each of the energy cells including;

    a ladder storage element, wherein the ladder storage element is a zener diode;

    a pair of input switching devices coupled to the ladder storage element and being configured to receive a control signal and the variable input power signal from the ladder storage element and to responsively produce an alternating current power signal, the pair of input switching devices including a first input switching device driving a high side of the input power signal and a second input switching device driving a low side of the input power signal the frequency of the alternating current power signal being responsive to the control signal;

    a frequency dependent reactive device including a capacitor (e.g., the flying capacitors electrically coupled to the pair of input switching devices for receiving the alternating current power signals; and

    a pair of output switching devices coupled to the capacitor for producing an output power signal having a voltage lever.
