1. A device comprising:

  • a communication interface;

    a processor; and

    a non-transitory computer readable storage medium, having stored thereon program instructions that, upon execution by the processor, cause the device to perform a set of functions comprising;

    receiving, via the communication interface, caller data corresponding to a phone call sent by a phone switch to a phone terminal;

    retrieving a school record corresponding to the received caller data;

    making a determination that the school record is associated with a type of operational status of a school; and

    responsive to making the determination that the school record is associated with the type of operational status of the school, setting an operational mode of the phone switch, wherein in the operational mode, the phone switch refrains from transferring any phone calls to the phone terminal.
