1. A computer implemented method for routing communications signals in response to an emergency, comprising:

  • providing a processor for receiving an input signal comprising an initial notification transmitted by a bystander who is present at the scene of an emergency or, by an individual who is the subject of an emergency, at or about the time said emergency occurs;

    said processor creating an ad hoc network for emergency response that is independent of a central emergency medical services (EMS) notification system, and that does not operate through an intermediary or central dispatcher;

    said processor extracting content from said signal comprising identification of a specific location of said emergency and identification of said emergency type;

    said processor using said extracted content to automatically identify laypersons who are most qualified to respond to said emergency based upon said layperson'"'"'s proximity to said emergency;

    when GPS is available, said processor using an emergency event GPS location and dynamically comparing said emergency event GPS location with a closest locality as determined by GPS to identify laypersons who are proximate to said emergency; and

    when GPS is not available, said processor using pre-configured location data;

    said processor also using said extracted content to automatically identify laypersons who are most qualified to respond to said emergency based upon the type of said emergency, and further based upon relevant training received by said layperson and qualifications of said layperson to respond to the type of said emergency;

    said processor receiving location information for emergency equipment;

    said processor providing identification of emergency equipment based upon proximity and operational readiness;

    said processor prioritizing an order of transmission of notifications to said identified laypersons based upon their training, qualifications, proximity to said emergency, and nearest emergency equipment;

    independent of said central notification system, said processor transmitting an alert signal in order of priority directly to one or more of said laypersons proximate to the emergency, said alert comprising said emergency type and said emergency location;

    said processor providing communication and activity tracking of time an identified layperson arrived;

    said processor exchanging information with individual workforce members comprising notification to evacuate, where to evacuate to, confirmation of receipt of notification by workforce, evacuation from building confirmation, arrival at assembly point confirmation, or notification of individual workforce members who have issued a distress notification; and

    said processor providing an incident commander with aggregate, continually updated reports of individuals who have successfully evacuated by points of evacuation;

    receipt of notification, including GPS location;

    evacuation from building, with new GPS location;

    or arrival at an assembly point by GPS location.
