- an optically active layer having an optical property that can be altered by application of electrical power to the optically active layer;
a first conductive layer that is located on a first side of the optically active layer;
a second conductive layer that is located on a second side of the optically active layer so that the optically active layer is positioned between the first conductive layer and the second conductive layer; and
a first patterned conductive layer that is formed on the first conductive layer, has greater conductivity than the first conductive layer, partitions the optically active layer into electrochromic cells, and is configured to supply electrical power to the electrochromic cells.
