the receiver and the processor are configured to receive a control message over a physical control channel in a first time slot, wherein the first time slot also includes a downlink shared channel, wherein the control message has power control bits for a plurality of UEs, wherein the plurality of UEs include the first UE,the processor is further configured to extract power control information for the first UE from the control message, andthe transmitter and the processor are configured to transmit a signal over a physical control channel to a base station in a second time slot at a transmission power level based on the extracted power control information.
