The present invention relates to apparatus and methods for reducing water runoff pollution. A first instruction is configured to access street line data. A second instruction is configured to access political boundary data. A third instruction is configured to access traffic count information. A fourth instruction is configured to indicate potential locations to display water pollution related information based at least in part on the street line data, the political boundary data, and the traffic count data. Voluntary funding from a non-governmental entity for at least a portion of the water runoff pollution abatement program is provided to a local governmental body. Authorization is received from the local governmental body to display at least a first advertisement containing both pollution-related educational information and identification information corresponding to the non-governmental entity on at least a first property under local governmental body'"'"'s control.
