- a pair of anchor elements configured to enter and engage respective bone members such that the anchor elements are secured to the bone members, the pair of anchor elements being coupled by a pivotable joint that permits relative pivotal motion of the anchor elements about at least two nonparallel axes and that retains the anchor elements proximate one another whether or not the anchor elements are engaged with bone.
