- setting a threshold for a core committed information rate (CIR) and a user network interface (UNI) CIR operable to avoid contention;
measuring frame loss on a core of a network and legs of the network; and
determining that the SLA is noncompliant in response to determining there is frame loss and a UNI CIR has not been exceeded or the core CIR has not been exceeded.
