one or more artifact description records in the one or more memories, each artifact description record describing an artifact in the life cycle, at least one of the artifacts being a dynamic artifact;
one or more relationship records in the one or more memories, each relationship record associated with a relationship between at least two of the artifacts, at least one of the relationship records describing a dynamic relationship; and
an inference engine that determines a dossier including one or more relationships associated with a target artifact and all of the relationships associated with one or more other artifacts that have a common path of relationships with the target artifact.

Providing element dossiers may include obtaining records of relationships between elements from all lifecycle phases of interest, and querying and retrieving a list of all elements related to a target element using the relationship records including relationships between intermediary adjacent lifecycle phases.
