Abstract

A method for controlling delay tolerant access of a Machine-Type Communication (MTC) device based on a backoff mechanism is provided. The method includes receiving, at a terminal, a paging message including an access barring information update indicator from a base station, and receiving a System Information Block (SIB) including updated access barring information, the SIB being received regardless of modification periods. The terminal receives the SIB including the updated access barring information immediately without waiting for the arrival of next modification period, resulting in improvement of access barring efficiency.

Claims

1. A random access execution method of a terminal, the method comprising:

receiving a paging message including an access barring information update indicator from a base station; and

receiving a System Information Block (SIB) including updated access barring information, the SIB being received regardless of modification periods.

2. The method of claim 1, wherein the receiving of the SIB comprises skipping, when the terminal is not a Machine Type Communication (MTC) terminal, receipt of the SIB.

3. The method of claim 2, further comprising, after the receiving of the paging message, delaying random access transmission until the SIB is received.

4. The method of claim 3, further comprising determining, after the receiving of the SIB, whether access of the terminal is barred, based on the access barring information.

5. The method of claim 4, further comprising:

determining, when the access of the terminal is barred, a backoff time using the updated access barring information; and

transmitting, after the backoff time expires, the random access request to the base station.

6. A random access execution method of a base station, the method comprising:

transmitting a paging message including an access barring information update indicator to a terminal; and

transmitting a System Information Block (SIB) including updated access barring information, the SIB being received by the terminal regardless of modification periods.

7. The method of claim 6, wherein the SIB is not received by a Machine Type Communication (MTC) terminal

8. The method of claim 7, further comprising, after the transmitting of the paging message, waiting for the random access transmission from the terminal until the SIB is transmitted.

9. A terminal for executing random access, the terminal comprising:

a transceiver for transmitting and receiving signals to and from a base station; and

a controller for controlling to receive a paging message including an access barring information update indicator from a base station and a System Information Block (SIB) including updated access barring information, the SIB being received regardless of modification periods.

10. The terminal of claim 9, wherein the controller controls to skip, when the terminal is not a Machine Type Communication (MTC) terminal, receiving the SIB.

11. The terminal of claim 10, wherein the controller controls to delay, when the paging message is received, random access transmission until the SIB is received.

12. The terminal of claim 11, wherein the controller determines, when the SIB is received, whether access of the terminal is barred, based on the access barring information.

13. The terminal of claim 12, wherein the controller controls to determine, when the access of the terminal is barred, a backoff time using the updated access barring information and to transmit, after the backoff time expires, the random access request to the base station.

14. A base station for executing random access, the base station comprising:

a transceiver for transmitting and receiving signals to and from a terminal; and

a controller for controlling to transmit a paging message including an access barring information update indicator to a terminal and a System Information Block (SIB) including updated access barring information, the SIB being received by the terminal regardless of modification periods.

15. The base station of claim 14, wherein the SIB is not received by a Machine Type Communication (MTC) terminal.
