15. A headlamp device for a vehicle that has LEDs as light sources, comprising:

a situation detection portion detecting a lighting status of headlamps; a dimming control portion reducing the luminance of the headlamps to a prescribed value, the prescribed value being greater than zero based on the lighting status of the headlamps; and a dimming possibility determination portion determining that dimming is possible when the rate of decrease in ambient illuminance is smaller than a threshold value, the ambient illuminance being observed when the luminance of the headlamps is reduced by a prescribed amount. - View Dependent Claims (16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26)

27. A luminance control method for a headlamp device for a vehicle having LEDs as light sources, comprising:

detecting a lighting status of headlamps; reducing the luminance of the headlamps to a prescribed value, the prescribed value being greater than zero, based on the lighting status of the headlamps; and determining that dimming is possible when the rate of decrease in ambient illuminance is smaller than a threshold value, the ambient illuminance being observed when the luminance of the headlamps is reduced by a prescribed amount.
