1. An apparatus for decoding a video by using data unit merging, the apparatus comprising:
- an obtainer which obtains a merge flag for a prediction unit in a coding unit, from a received bitstream, anda determiner which determines motion information for the prediction unit,wherein;
when the merge flag for the prediction unit indicates a merge mode, the obtainer obtains a merge index for the prediction unit from the bitstream, and the determiner determines motion information for the prediction unit using the merge index obtained from the bitstream, andwhen the merge flag for the prediction unit indicates a non-merge mode, the obtainer obtains motion information for the prediction unit from the bitstream,the merge index indicates one block among candidate blocks adjacent to borders of the prediction unit, in a merge candidate group and the merge candidate group includes a first candidate block located on a left side of a leftmost block among lower blocks adjacent to a lower border of the current block, and located below a lowermost block among left blocks adjacent to a left border of the current block, and the first candidate block is decoded prior to the prediction unit according to a decoding order, andthe merge candidate group includes a predetermined number of available candidate blocks on predetermined locations adjacent to the border of the prediction unit according to an implicitly predetermined order.

Provided are a method and apparatus for encoding a video by using block merging and a method and apparatus for decoding a video by using block merging. The method of encoding includes: determining an encoding mode indicating a current data unit for encoding of a picture and an encoding method including prediction encoding performed for the current data unit; determining an occurrence of merging with at least one neighboring data unit based on at least one of the encoding mode and a prediction mode; and determining prediction mode information, merging related information, and prediction related information, and determining encoding information of the data unit including the prediction mode information, the merging related information, and the prediction related information.
