A stable, topically applicable oil-in-water emulsion which is topically applicable to skin having intermediate viscosity, comprising (a) from 30% to 50% by weight relative to the total weight of said emulsion of at least one glycol, (b) at least one emulsifying agent comprising an anionic amphiphilic polymer, and (c) at least one biologically active agent, wherein said anionic amphiphilic polymer is present in an amount which in the absence of another emulsifying agent results in an emulsion having an intermediate viscosity, wherein said intermediate viscosity is a viscosity which ranges from 3 to 10 Pa·
