1. A controlled delivery system for topical application to hair comprising:

  • a solid particle comprising an active agent, a cationic charge booster and a cationic conditioning agent, said cationic charge booster is selected from the group consisting of polyvinyl amine, polyamine, polyalkyleneamine, polyalkyleneimine, a poly-quaternary ammonium compound and a quaternary ammonium compound having the formula, embedded imagewherein X is an anion and R1, R2, R3, and R4 are each independently C1-C22 alkyl, C3-C22 alkenyl, or R5

    , wherein R5 is C1-C22 alkyl or alkenyl moiety having from 1 to 22 carbon atoms, and mixtures thereof, m is from 1 to about 6;

    and when taken together with the Q unit is an acyl unit, Q can be derived from a source of triglyceride selected from the group consisting of tallow, partially hydrogenated tallow, lard, partially hydrogenated lard, vegetable oils, partially hydrogenated vegetable oils, such as canola oil, safflower oil, peanut oil, sunflower oil, corn oil, soybean oil, tall oil, rice bran oil, and the like and mixtures thereof.
