1. A reflector comprising:
- a substrate comprising a first surface roughness;
an ultraviolet light and infra-red light absorption layer on the substrate;
a de-coupling layer on the absorption layer, wherein the de-coupling layer is selected from a group of materials consisting of;
spun-on glass, methylsiloxane silicate, sodium silicate, tetraethylorthosilicate (TEOS) and sol-gel material; and
an optical coating on the de-coupling layer;
wherein said de-coupling layer comprises a surface adjacent said optical coating having a second roughness less than said first surface roughness.
